In my opinion, Fr. Thomas Celso is one of the few experts in the world on Divine Will/the Servant of God Luisa Piccarreta. His pedagogy (teaching method) is to simply read the 36 Volumes of the Book of Heaven rather than teach it academically (a course or courses). All the answers are in the Book of Heaven. Due to the profound depth of these writings, he recommends that people have a priest teaching them, as well, so there is no confusion.
